Implementasi Green Human Resources Management Pada Instansi Pemerintah Untuk Meningkatkan Kinerja Berkelanjutan

Penelitian ini membahas penerapan Green Human Resources Management (GHRM) di lingkungan instansi pemerintah dalam meningkatkan kinerja organisasi yang berorientasi keberlanjutan. GHRM merupakan konsep pengelolaan sumber daya manusia yang memasukkan nilai kepedulian terhadap lingkungan ke dalam setiap fungsi manajerial, seperti rekrutmen, pelatihan, penilaian kinerja, hingga sistem kompensasi. Penelitian ini menggunakan metode literature review dengan menelaah 20 artikel ilmiah yang terbit pada tahun 2020–2024. Hasil kajian menunjukkan bahwa penerapan GHRM berkontribusi terhadap penghematan sumber daya, efisiensi administrasi, serta pembentukan perilaku kerja hijau dalam birokrasi. Dukungan dari pimpinan dan kebijakan internal yang konsisten menjadi faktor kunci dalam keberhasilan implementasi GHRM. Oleh karena itu, penerapan GHRM di sektor publik menjadi strategi penting dalam mewujudkan tata kelola pemerintahan yang efisien dan berkelanjutan. Lebih lanjut, implementasi GHRM menunjukkan bahwa integrasi indikator lingkungan ke dalam performance appraisal dan sistem penghargaan (green rewards) secara signifikan mendorong akuntabilitas ASN terhadap tujuan keberlanjutan instansi. Meskipun demikian, tantangan terbesar terletak pada resistensi perubahan dan kebutuhan akan biaya awal (initial cost) untuk infrastruktur hijau. Disimpulkan bahwa GHRM bertindak sebagai variabel mediasi yang efektif antara komitmen manajemen puncak dan peningkatan kinerja organisasi yang berkelanjutan. Penelitian ini merekomendasikan instansi pemerintah untuk menyusun Standar Operasional Prosedur (SOP) GHRM yang terperinci dan memberikan insentif non-moneter yang inovatif untuk memperkuat budaya hijau secara permanen.
